Assignment Title: International IT Specialist (Infrastructure)

Reference No. (as per Procurement Plan): CS-7(A)

 

The Republic of the Union of Myanmar has received financing from the World Bank toward the cost of the Financial Sector Development Project, and intends to apply part of the proceeds for consulting services.

The Central Bank of Myanmar (CBM) are planning to implement the staff trainings and perform as an independent reviewer of the payment process as needed. The consulting services (“the Services”) include as part of assisting on Project in setting up an appropriate system of the IT Project. The services of the specialist within this assignment are as follows: (Detail of these and other specific tasks are discussed in the Term of Reference)

  1. Design and development of enterprise IT architecture, roadmap and strategy;
  2. Help CBM set up the IT infrastructure – covering  data centre, network and servers to set up the required applications in coordination with application solution providers and service providers, by studying existing infrastructure if required;
  3. Help CBM establishing infrastructure of Data Server for reporting and data collection system between CBM’s branches and Commercial Banks. The Network link between CBM’s branches and CBs can be of Private or Public Network with security appliance (eg: IP VPN or IPsec, etc,..);
  4. Define / implement IT processes & policies for effective  operations, monitoring and maintenance, quality controls of incidents, IT security, Change Management related with infrastructure, project management etc. that will be affected to CBM and/or other related organizations;

The CBM now invites International IT Specialist(Infrastructure) to indicate his/her interest in providing the Services. Interested Specialist should provide information demonstrating that he/she has the required qualifications and relevant experience to perform the Services. The short listing criteria are:

  1. Advanced degree in Information Technology  or related field with 15+ years of experience in managing IT service delivery in a bank or IT company with banking client / central banking industry. Of this, at least 5 years should be as a leader  the technology infrastructure management.  Should have good exposure to infrastructure/ network/ security  used typically in the central banking industry;
  2. Primary technical expertise should be in the area of IT infrastructure creation and management including Disaster Recovery(DR) Site. Good awareness and understanding of technology relating to IT infrastructure and IT security issues is expected. This should include knowledge of cloud based systems;
  3. Should be able to propose technical solutions and review the technical deliverables to ensure that they confirm to requirements;
  4. Specialized technical qualifications like CCIE/ CIISA / PMP and / ISO/ Microsoft Certified  or certifications in the areas of infrastructure, IT security, IT operations, Business Continuity and Project management are desirable;

The attention of interested Specialist is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. 

A Specialist will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.

Interested Specialists must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Myanmar and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
