Assignment Title: International Procurement Specialist

Reference No. (as per Procurement Plan): CS-6

 

The Republic of the Union of Myanmar has received financing from the World Bank toward the cost of the Financial Sector Development Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) of the Consultant within this assignment are as follows: (Detail of these and other specific tasks are discussed in the Term of Reference)

  1. Follow the required procedures, policies and guidelines for the procurement of contractors and consultants under the Project;
  2. Build the capacity of the PCU staff in procurement and contract management.
  3. Drafting bid evaluation reports (BER) and recommendations for awards;
  4. Drafting technical evaluation reports, combined technical and financial evaluation reports, and recommendations for award;
  5. Assist the PCU in negotiating contracts with selected bidders, providing specific guidance on the final TOR, methodology to implement the contract, personnel arrangement and supplies from the Client, as well as clarification of tax duties of the bidder.

The Central Bank of Myanmar and Ministry of Planning and Finance now invite eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

  • A university/graduate degree in civil engineering or related field (having a higher/post graduate degree will be an advantage);
  • At least 15 years of experience in procurement and project management for ODA projects (e.g. WB, ADB, JICA etc.);
  • Knowledge and experience with procurement practices and procedures of the WB, particularly in the selection of consultants using QCBS methods;
  • Knowledge and experience with procurement procedures in Myanmar will be an advantage;

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers January 2011 and revised in July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Consultant Guidelines.

In submitting their expressions of interest, consultants are kindly request to indicate the following reference: CS-6. Interested consultants must provide their updated curriculum vitae, indicating personal and technical skills, academic qualifications, experience in similar assignments, and experience in Myanmar and/or other developing countries along with the names of at least three (3) referees with contact information (e-mail address, telephone or fax numbers).
